Over several years as an amatuer game developer I've searched the internet far and wide for free game graphics, concentrating on sprites and tiles (mostly for RPGs). Here's what I've been able to find:

These are 32x32 (256 color), except for the GUI elements which are 16x16. Nothing is animated, (not even characters or monsters) but there are tons of neat tiles. This set is one of my favorite collections of graphics anywhere. I've included some characters I've made out of others in the set.
The original author of these seems to have dissapeared. Before using any of these, read the Readme. They are in the public domain.

If you use these, be sure to check out Foomer's derivative works at: Foomer.RoguelikeGraphics, which gives you all sorts of pieces you can put together to create custom characters for this set!

LostDragon's Graphics
These used to be hosted on LostDragon's website, but are no longer there.
They were created for the DCGames system, so they are 24x35 (256 color). Many of them will fit into 32x32 squares, but a lot are troublesome. Regardless, its a very large set and contains many high-quality graphics. I have not edited them except to convert them to .gif and trim out wasted space.

This set is a collection of incredible 48x48 (16 million color) graphics. They are unfortunately a little too big to just drop into BYOND, but many can be used with only a few modification. The biggest drawback is their size to download. Even in PNG format, the total collection is 3 MBs, and thats just archiving his RPG graphics. I have a whole set of his futuristic characters, space ships, and space-y backgrounds that were just too big to put on here. Email me, or contact me on ICQ (12976738) and I'll send those to you if you want. I must warn you, they're in BMP format and very large.
I wasn't going to host this collection, however, the server that houses it (www.vbexplorer.com) has dissapeared and been down for at least several weeks. They're too good for them to not be available. Thus, I am mirroring them as a public service. Aren't I nice? :-)

Update: The site appears to be back, but I don't think all of these files are still on there. On the other hand, they have some things that weren't there before.

Spritelib
This is a fairly well known graphics library, created by Ari Feldman. It is also no longer residing on the author's homepage. The graphics are a bit dated and low-res, but they're very good if you're looking for cartoon-style graphics.

These were all created as boards for a chess game I started for BYOND. The game was halted pretty quickly (another one is in progress, and further along than I), but the boards are pretty cool looking. They were all based off of textures downloaded from Absolute Background Textures and 3DCafe, so credit should be given to them if used. Many of them are full sized, but some are only 4x4 and should be tiled to fill the rest of the board.

Other Graphics
Itakura's NetHack Tiles - Nice-looking 32x32 (256 color) tiles, originally for Nethack.

Isometric Tiles - These are really cool looking, but I have no idea where I got them. Use at your own risk.
Update: I've found reference to these being free elsewhere on the net (but I can't remember where.. doh!), so it's probably safe to use these.

German RPG Icons - These icons are 16x16 (256 color), but very well done. It has neat German names next to each icon, which you can amuse yourself with by trying to pronounce.

BYOND-Specific Graphics
Of course, there are lots of graphics created specifically for BYOND (Many by me). If you have some BYOND graphics you want listed here, mail me and I'll add them to the list.

AbyssDragon.AbyssSprites - Character sprites of all sorts

AbyssDragon.AbyssTiles - Turf and object tiles of all types

AbyssDragon.SpellIcons - Icons/Buttons for casting spells

AbyssDragon.RPGMakerGraphics - These all came from various RPGMaker sets, but were converted to BYOND format and compiled together by me.

Foomer.Graphics - Foomer is an awesome artist. Most of the graphics in his collection are from his game Ensya. It includes all sorts of medieval-type graphics, and some space graphics. However, these are more expensive than your other options. But more importantly, they're worth it.

Unowuero.FantasyTilePack - A fairly large selection of fantasy tiles, mostly buildings and outdoor tiles, but also some people. It has a demo version here.

Codesterz.Futureicons - Quite nice futuristic icons--mechs, weapons, powerups, tiles, etc.. all at a very low price.

Xooxer.Dude - A basic character icon that you can modify for various uses.

Ebonshadow.FighterBaseIcon - (a BYONDscape exclusive) A neat character sprite for use in fighter games. Very nicely done.

LordJR's BYOND Development Team (LBDT) - Not quite free, but very cheap.

DerDragon's Icon Archive - A massive collection of graphics from the old DUNG days. Most are pretty old-looking, but they provide good bases to start at.

Links to Other Graphics Sites
VB Explorer - Designed for the VB-programmer, but usable by anyone, this site contains a large collection of very good graphics (mostly created by Hermann Hillman). Highly reccomended.

Graphics for Games - Fairly large collection of graphics of all sorts, mostly sprites. Contains a variety of different themes.

Shareware United Association Sprite Packs - While most of these are sprites, it's a very large collection of very good graphics, many of them 3D rendered. Definately cool.

The Pixel Zone - Rich with tutorials and resources for creating graphics. Awesome.

idevgames.com - This site has some kind of unholy Macintosh fetish. As such, it is overly "pretty" with nice rounded corners (so mac-users don't hurt themselves) and an unsettling predilection for tacking the letter 'i' onto the iBeginning of iThings it doesn't iBelong on. Moreover, it has some fantasic graphics. Some of them claim you're supposed to use them only in Mac games, others are public domain. Either way, I doubt anyone will care if you use them in BYOND, but it's wholly your responsibility if you use some tiles you shouldn't.

Gaming World Resources - Has a lot resources for "game maker"-type programs, especially graphics. RPGMaker2000 character graphics fit nicely in BYOND (I think they're 32x24), but its background tiles are 16x16. Still, it has some rather nice graphics, although many of them are rips from SNES games.

Reiner's Tilesets - A good-sized collection of free 3D-rendered tilesets, sprites, buttons, etc. Lots of nice stuff, but the page is mostly german. What english there isn't very clear, but it's not too hard to figure out. Also, he links to BYOND, and that's just cool.

DungeonCrafter - This isn't really a graphics collection site per se, but it contains a bunch of graphics for a thing called DungeonCrafter, which I gather is for making maps for paper and pencil RPGs. Still, it has some really neat floor types, even if they are oddly-sized. Unforunately, a lot of the graphics were put there in JPEG format, which can only be described as tremendously dumb. JPEG is too lossy a format to use as tiles. Artifacts and such uglies show up and make the tiles not fit together correctly or seamlessly.

GameDev.net Art Collections - Has links to some of the stuff here, plus a few others. Has a few 3D sites that may be of interest to some of you.

Neil Roy's Game Graphics - A small-ish collection of graphics covering a wide range of styles and types--everything from tetris blocks, to pacman tiles, to 3D rendered terrain.

FRUA Art List - FRUA (Forgotten Realms Unlimited Adventures) is an old piece of software for creating AD&D "Gold Box" style games. A lot of art was created for use in it, and most of it can be found here. It's all pretty old, but with some work it can be made into some very usable stuff.

Spriteworks - It costs $20, but they promise you over 2000 royalty-free sprites for it. I haven't purchased it, but judging from the samples it looks rather dated and not too high quality to begin with. If the price dropped to $5 or $10, though, I'd certainly think about giving them a chance.

Arcade Saturdays - Very retro arcade game graphics. All sorts of neat stuff.
